This guide is intended for staff, volunteers, contractors, service providers, and partner organizations who are already familiar with the overall structure of COP17. Rather than replacing Subcommittee Standard Operating Procedures (SOPs) or official UN guidance, it provides shared principles, operational recommendations, and practical reminders to help everyone work together effectively.

Whenever more detailed procedures are required, always refer to your team’s SOPs and official guidance issued by the COP17 Organizing Committee and the UNCCD Secretariat.
Operational Governance

A conference of this scale depends on clear roles, coordinated decision-making, and mutual trust.
COP17 is jointly delivered by the Government of Mongolia, acting as the host country, and the United Nations Convention to Combat Desertification (UNCCD) Secretariat.
- Government of Mongolia: Responsible for hosting and supporting conference operations.
- UNCCD Secretariat: Oversees the official conference process in accordance with the Convention and the Rules of Procedure.
Operational activities are coordinated through the National Organizing Committee and 12 Functional Subcommittees, bringing together government agencies, the UNCCD Secretariat, contractors, volunteers, service providers, and partner organizations. Although each team has distinct responsibilities, all personnel contribute to one shared objective: “Delivering a safe, professional, inclusive, and efficient conference.”

Organizational Structure

Participants experience one conference - not separate subcommittees.
While responsibilities are divided across specialized teams, participants expect a seamless experience. Every team contributes to that shared outcome, making communication and cooperation essential.

Working Across Subcommittees
When collaborating with colleagues:
- Communicate early and clearly.

How the field workers work with Team leaders.
07:00 | Morning Readiness | Report the status of your assigned area, equipment, communication tools, and attendance to your team leader. The team leader completes the checklist in Appendix 3 and submits it to the Control and Monitoring Team before 07:30. |
10 minutes | Upon Risk Detection | Report ANY safety or risk-related issue to the team leader or zone coordinator within 10 minutes of detection. DO NOT determine the severity level yourself — it will be set strictly by the Risk and Rapid Operations Center. |

Professional conduct creates an environment where everyone can participate safely and respectfully.
COP17 is committed to providing an inclusive, respectful, and harassment-free environment for all participants, regardless of nationality, gender, age, disability, religion, ethnicity, political opinion, or organizational affiliation. Everyone supporting the conference shares responsibility for maintaining these standards.

- Verify Understanding: Confirm details before ending a conversation. If you do not understand a question, politely ask for clarification or seek help from a supervisor. Never guess.

- Open-Hand Gestures: Pointing with a single finger can be seen as impolite in many cultures. Always offer directions using an open hand.
- Offering & Receiving Items: When handing over badges, maps, documents, or water, offer and receive items with your right hand or both hands to show respect.

Understanding the Blue Zone
Good to Know
The Blue Zone is the official conference area managed under United Nations authority. This is where formal negotiations, country pavilions, bilateral discussions, plenary sessions, and official side events take place. Access is strictly limited to accredited participants and authorized personnel.

Key Protocols for Workforce Personnel
- Security & Accreditation: Security screening is mandatory. Access is governed strictly by accreditation badges. Never bypass security procedures or allow participants into areas above their badge privileges.
- Meeting Room Management: Meetings follow strict schedules. Keep entrances clear, minimize corridor noise, manage participant flow, and report ICT/technical issues immediately.
- Country Pavilions: Pavilions operate independently under COP17 policies. Assist them with wayfinding, logistics, accessibility, and visitor info.
- Confidentiality: Discussions within the Blue Zone may be sensitive or non-public. Respect privacy, avoid discussing confidential proceedings, and never speculate on outcomes.

Risk levels
The staff member who first detects an incident must transmit the facts and circumstances TRUTHFULLY AND ACCURATELY. The risk severity level is determined and confirmed EXCLUSIVELY by the Risk and Rapid Operations Center — team and zone leaders are strictly prohibited from assigning severity levels. IN CASE OF DOUBT, TREAT IT AS A HIGHER SEVERITY LEVEL.
Green - Normal No impact, or very minimal impact, on the conference operations. Can be resolved entirely with the team’s own resources. Reporting: Document in the daily report. Decision-making authority: Team Leader. | Yellow — Caution Minor delays or service disruptions have occurred. Issue can be resolved within one team, but requires monitoring. Reporting: Team Leader must inform the Deputy Chief within 30 minutes. Decision-making authority: Team Leader, with Deputy Chief notified and aware. |

Liaison Officers

Overheard conversations, the content of bilateral meetings, and travel itineraries are strictly confidential. Maintain diplomatic neutrality and stay completely clear of personal or international policy disputes, while ensuring a safe, secure, and comfortable environment for your guests.
Delegation & Transportation Logistics
Accompanying Staff: One (1) official staff member will accompany the Head of Delegation.
Head of Delegation Transport:
Heads of Delegation ranked Deputy Minister or higher will be assigned one (1) dedicated passenger car for local transportation in Ulaanbaatar.
- Accompanying staff can travel between hotels and the conference venue free of charge using the official shuttle bus upon presenting their conference badge.
Diplomatic Missions & International Organizations (IOs):
- Ulaanbaatar-based Diplomatic Missions and IO offices will be issued one (1) vehicle venue access permit per mission by the Ministry of Foreign Affairs (MFA). Vehicle details must be submitted to Attaché Munkhkhuslen at the MFA Protocol Department.
- Countries Without Local Embassies: Delegates may rent local vehicles; however, venue access permits cannot be issued for rental cars.
- General Delegates: All other official delegates are entitled to free shuttle bus transport between their hotels and the venue upon showing their conference badge.
Visa Guidelines
- Requirement: Delegates from countries without bilateral visa exemption agreements with Mongolia must apply for an entry visa.
